Although it has been more than 10 years since passage of the Americans with Disabilities Act was supposed to increase handicapped access, these scenarios are encountered daily by Utah residents with disabilities, advocacy groups claim.
They say no one is watching those businesses that have yet to comply with the ADA. In Utah, there is no city, county or state watchdog organization monitoring or enforcing codes for people with disabilities. In most cases, it falls to the disabled themselves.
